"Hotel" means any place, whether land-based or not, including all grounds and premises attached to it, that provides sleeping accommodation for ten or more guests for a fee, but does not provide any property for which a certificate of exemption issued under section 4 is in effect, or a rooming-house registered under section 146 of the Public Health Act 1949.
